A CNA poll asks "After the successful completion of Singapore's biggest civil emergency drill, the government said the next exercise could be held during peak travel hours. How would you react if you were caught in such an exercise?". 25% said they will be upset and complain.
A news from CNA also said "Man with disability fined $400 for parking car in disabled lot". A case of double standard? You go read it up and decide bah. People nowadays really have a sense of humour. Or are they crazy?

It is called the rule of 3. cos at any one time each speaker will effectively has 2 listeners. lets say if A speaks to B there is no one to talk to C therefore C will listen to and vice versa for each of the speaker.
Lets increase to 4. Eacher speaker effectively has onlt 1 listener cos when A talk to B and the issue doesnt interest C and D, they will start a conversation on their on. This is effectively equivalent to 2 groups of 1-on-1. Thus no matter what number in total can be broken down into effective group of 3 and ineffective group of 2. So for the case of 7, in order to be effective, either increase to 9 or cut to 6 and that means...

is there a way to ensure 6 will split nicely into 3-3 instead of 2-2-2, or 9 into 3-3-3 instead of 3-2-2-2?

That actually takes quite an effort, Special One, i think. Given the right combination, i believe that 2 will be the best number at anytime. But sometimes, the more the merrier.
